Starfleet officers and enlisted personnel are guided by Starfleet regulations and General Orders.
General Orders are set by the Starfleet Admiralty on a periodic basis to address problems or
concerns not covered in regulations. Stronger than suggestions, weaker than orders, General
Orders attempt to define circumstances Starfleet officers may face, and the items that they
should keep in mind under these circumstances. General Orders are naturally open to
interpretation, and may be violated by those of Captain's rank or higher... subject to review,
of course.

Starfleet Marine Corps personnel are expected not only to follow Starfleet General Orders, but
the Marine Code of Conduct also. There are seven articles in the Marine Code of Conduct, primarily
defining how Marines should comport themselves in combat, and in the event they are captured.
Originally written during the Four Years War with the Klingon Empire, the Code of Conduct has become a
Marine tradition.

U.S.S. Coronado is a frigate, and as such, generally falls into the area of Starfleet
Frigate Operations for her mission protocols. The information below will help you to understand
Coro's primary and secondary missions, as well as the operational and mission protocols
that this starship conducts herself under.

Starfleet General Orders
General Order 1 (Prime Directive) | |
As the right of each sentient species to live in accordance with its normal cultural evolution is
considered sacred, no Starfleet personnel may interfere with the normal and healthy development of
alien life and culture. Such interference includes introducing superior knowledge, strength, or
technology to a world whose society is incapable of handling such advantages wisely. Starfleet
personnel may not violate this Prime Directive, even to save their lives and/or their ship, unless
they are acting to right an earlier violation or an accidental contamination of said culture. This
directive takes precedence over any and all other considerations, and carries with it the highest
moral obligation. |
| General Order 2 | |
No Starfleet personnel shall unnecessarily use force, either collectively or individually, against
members of the United Federation of Planets, their duly authorized representatives, spokespersons,
or designated leaders, for any reason whatsoever. |
| General Order 3 | |
The sovereignty of each Federation member being respected in all things, Starfleet personnel shall
observe any and all statutes, laws, ordinances, and rules of governance currently in effect within
the jurisdiction of a member planet. Violators of such ordinances will be subject to such
punishments or corrections as shall be determined by local governmental bodies.
This General Order was expanded on Stardate 24138.6 to include non-Federation
members protected by the Prime Directive. |
| General Order 4 | |
If contact is made with hitherto undiscovered intelligent life-forms, under no circumstance
shall Starfleet personnel, either by word or deed, inform said life-forms that worlds other than
their own or intelligent life-forms other than their own exist outside the confines of their own
space. |
| General Order 5 | |
In cases of extreme emergency, Federation Special Representatives are empowered to assume
emergency powers to deal with a condition or circumstance that is deemed hazardous to the welfare
of Federation citizenry. Within the scope of these emergency powers, duly authorized civilian
personnel may assume temporary command of Starfleet vessels and/or personnel to deal with the
emergency. Starfleet personnel must submit to their authority for the duration of the crisis. |
| General Order 6 | |
The request for emergency assistance from Federation citizenry demands unconditional priority
from Starfleet personnel. Such personnel shall immediately respond to said request, postponing
all other activities. |
| General Order 7 | |
No Starfleet vessel shall visit the planet Talos IV under any circumstances, emergency or
otherwise. This order supersedes General Order 6. Any transgression of this general order
shall be punishable by death.
This General Order was suspended on Stardate 10143.6, and is no longer in
force. |
| General Order 8 | |
Upon sighting a warship within Federation space and identifying it as belonging to a foreign
power, the commander of the Starfleet vessel shall determine the reason(s) for that craft's
presence in the vicinity. If there is conclusive evidence that the vessel has hostile
intentions, the Federation vessel may take appropriate action to safeguard the lives and
property of Federation members. In such cases, the commander may use his discretion in
deciding whether to use force to disable the hostile vessel. However, care should be taken
to avoid unnecessary loss of sentient life.
This General Order was expanded to read "Any and all attempts to establish
peaceful first contact with the races in question should be made before force is used." on
Stardate 9386.4 |
| General Order 9 | |
No commander of a Starfleet vessel, military or auxiliary, may grant political asylum to any
individual without first being given express permission to do so by a representative of the
Federation government.
This General Order can be set aside by Starfleet officers with the rank of
Captain or higher, per General Order 11, below. |
| General Order 10 | |
If there exists eyewitness testimony by senior officers or similar verifiable evidence that
an individual has violated the Prime Directive, said individual may be relieved of duty by a
duly sworn representative of the Federation government and placed under immediate arrest. The
governmental representative shall then take such action as he deems necessary to minimize the
results of the violation. |
| General Order 11 | |
Starfleet officers with the rank of Captain or higher are granted full authority to negotiate
conditions of agreement and/or treaties with legal representatives of non-Federation planets.
In such circumstances, the acting officer carries de facto powers of a Federation Special
Ambassador. Any and all agreements arranged in this manner are subject to approval by the
Chief of Starfleet Operations and the Secretary of Starfleet.

the Secretary of Starfleet, and/or the Federation Council." on Stardate 8843.6. |
| General Order 12 | |
On the approach of any vessel, when communications have not been established, the commanding
officer of a Starfleet vessel will act to protect the lives of his crew and the integrity of
his or her ship. |
| General Order 13 | |
Except when orders state to the contrary, Starfleet personnel will respect the territorial
integrity of independent planetary systems and governments, and will not violate territorial
space belonging to such worlds. However, Starfleet officers may violate Neutral Zone areas
as designated by treaty only if such action is required to save the lives of Federation
citizens under conditions of extreme emergency. |
| General Order 14 | |
Starfleet personnel may intervene in local planetary affairs to restore general order and
to secure the lives and property of Federation citizens only upon receiving a direct order
to do so from a civilian official with the title of Governor or higher. |
| General Order 15 | |
No officer of flag rank shall travel into a potentially hazardous area without suitable
armed escort. |
| General Order 16 | |
Starfleet personnel may extend technological, medical, or other scientific assistance to
a member of a previously unrecognized sentient species only if such assistance in no way
compromises the Prime Directive or the security of the Federation or Starfleet. |
| General Order 17 | |
Starfleet vessel commanding officers are to consider the lives of their crew members as
sacred. In any potentially hostile situation, the commanding officer will place the lives
of his crew above the fate of his ship. |
| General Order 18 | |
Upon being accused of treason against the Federation, Starfleet personnel may demand a
trial conducted by the Federation judiciary. If the individual is acquitted, Starfleet
Command shall have no further legal recourse against the accused in said matter. |
| General Order 19 | |
Except in times of declared emergency, Starfleet personnel may under no circumstances
convey personnel or material between planets or planetary systems when there is reason
to believe that said personnel or material may be used to conduct aggression. This
order applies to independent worlds within the Federation as well as to Federation
members. |
| General Order 20 | |
Officers and personnel of Starfleet Command may employ whatever means necessary to
prevent the possession, transportation, sale, or commercial exchange of sentient beings
held against their wishes within the boundaries of Federation space. |
| General Order 21 | |
No Starfleet personnel, either officer or enlisted, may offer his services to an
independent foreign government without the express authorization of the Federation
Council. |
| General Order 22 | |
As the rights of individual expression and free discourse are considered sacred,
Starfleet personnel may debate the policies and decisions of their governmental
representatives privately at any time, to the extent that such discussions do not
violate their command oath or specific duties to the Federation per these General
Orders or Starfleet regulations. |
| General Order 23 | |
When verifiable proof is presented to the senior commanding officer of a Starfleet
vessel or post that a Federation representative may currently be acting or have
acted in the past to violate the Prime Directive, the officer may relieve said
representative of office, then assume the full powers of that office pending a full
investigation by governmental officials. |
| General Order 24 | |
If a commanding officer deems that an individual or group of individuals pose a
threat to Starfleet personnel or Federation civilians, he may take any action
deemed necessary (including force) to secure the safety of those threatened. |
| General Order 25 | |
Civilian and military personnel taken into custody by Starfleet personnel during
times of extreme emergency shall be accorded proper treatment consistent with their
rank or station, insofar as such treatment does not compromise the security of the
Federation or Starfleet. |
| General Order 26 | |
No member of a ship's complement or other ground-based installation can be held
directly accountable for the actions of their superiors. Similarly, no member of a
ship's company or other Starfleet personnel will share in disciplinary measures
taken against the commanding officer(s) if said individuals were not directly
involved in the actions leading to disciplinary measures. This order extends to
conditions involving proven violations of the Prime Directive, where proof of such
violations exist. |
| General Order 27 | |
No member of Starfleet shall be required by the assignment of standard duties and
responsibilities to undergo extended separation from his family if family members
can be reasonably provided for aboard ship or as a part of an existing Starfleet
installation. |
| General Order 28 | |
No officer of command rank shall be removed from command status unless such action
has the complete and unqualified agreement of at least three senior officers present.
Whenever possible, such officers shall include the ship's First Officer, Chief Medical
Officer, Counselor, and one junior officer of command station. |
| General Order 29 | |
The primary responsibility of the commander of any Starfleet vessel or installation is
the welfare and safety of his crew, including any civilian members. No action may be
taken that creates an unwarranted threat to the safety of those individuals under the
officer's charge, except in the line of duty and when otherwise unavoidable. |
| General Order 30 | |
Starfleet Command recognizes the right of each ship commander to interpret the
specifications of the Prime Directive as he sees fit, consistent with the conditions of
other existing General Orders in effect, and based upon circumstances that may arise in
dealing with newly discovered sentient races. |
| General Order 31 | |
The conditions and specifications of the Prime Directive shall henceforth apply to all
sentient lifeforms discovered, whether they are of natural or artificial origin. |

Except in the case of an extreme emergency, no Starfleet commander is authorized to order
his ship to travel faster than Warp Factor Five (unless equipped with improved warp
nacelles) without express permission from Starfleet Command. |

The conditions and specifications of the Prime Directive shall henceforth apply to all
situations involving travel to the past. In particular, no knowledge of the future
shall be given to people or civilizations of the past, and Starfleet officers and
personnel that travel to other times will not share their experiences with anyone. |

I am a member of the Starfleet Marine Corps, fighting in the forces which guard the
Federation and our way of life. I am prepared to give my life in their defense. |
| Article II | |
I will never surrender of my own free will. If in command, I will never surrender
the members of my command while they still have the means to resist. |
| Article III | |
If a member of my platoon or squadron falls or is wounded, I will rescue them if
they are alive, recover their body if they are not. I will never leave a member
of the Corps on the battlefield. |
| Article IV | |
If I am captured I will continue to resist by all means available. I will make every
effort to escape and to aid others to escape. I will accept neither parole nor special
favors from the enemy. |
| Article V | |
If I become a prisoner of war, I will keep faith with my fellow prisoners. I will
give no information nor take part in any action which might be harmful to my comrades.
If I am senior, I will take command. If not, I will obey lawful orders of those
appointed over me and will back them in every way. |
| Article VI | |
When questioned, should I become a prisoner of war, I am required to give name, rank,
service number, and date of birth. I will evade answering further questions to the
utmost of my ability. I will make no oral or written statements disloyal to the
Federation or its allies or harmful to their cause. |
| Article VII | |
I will never forget that I am a member of Starfleet, fighting for freedom, responsible
for my actions, and dedicated to the principles which made the Federation free. |
Miscellaneous Orders, Regulations, and Policies
| Regulation 44 | |
Deals with redundancy in engineering systems. In particular, Regulation 44/C specifies
that all mission-critical components (such as life support) of an engineering system must
have a secondary backup in case of failure of the primary backup. |
| Regulation 46 | |
Deals with communications in a variety of situations. In particular, Regulation 46/A
states, "If transmissions are being monitored in battle, no uncoded messages on an
open channel." |
| Regulation 51 | |
Deals with Away Team procedures. In particular, Regulation 51/D specifies that
unknown infectious agents may not be transported aboard a Starfleet vessel without
first establishing containment and eradication procedures. |
| Regulation 101 | |
Deals with the chain of command on Starfleet vessels. In particular, Regulation 101/B
specifies that a flag officer of any rank may take command of a Starfleet vessel in an
emergency situation. Regulation 101/C specifies that the Chief Medical Officer may
relieve the commanding officer of a starship or starbase from duty if the commander is
mentally or physcially unfit for duty, subject to review. |
| Regulation 115 | |
Deals with time travel under a variety of circumstances. In particular, Regulation 115/3
states, "Starfleet officers shall take all necessary precautions to minimize participation
in historical events." |
U.S.S. Coronado Mission Protocols
- During time of war, U.S.S. Coronado will act to defend Federation interests, territory, and/or
citizens from Threat force attack or potentially hostile sentient or non-sentient species. During these
times, known Threat force vessels may be fired on without regard to the safety of sentients aboard those
vessels.
- During time of peace, U.S.S. Coronado will also act to defend Federation interests, territory,
and/or citizens from Threat force attack or potentially hostile sentient or non-sentient species. However,
during time of peace, any and all attempts to discover the intent of potentially hostile spacecraft in
Federation space and resolve the situation peacefully must be made before the use of force is
considered.
- At all times, U.S.S. Coronado will stand ready to defend Federation interests, territory, and/or
citizens from potentially destructive phenomenon in space, whether such phenomenon be natural or artificial
in origin. If such phenomenon appear artificial in origin, Coronado may be called upon to
investigate the source of such events, and to confirm that they will not be repeated.
- Upon receiving a request to conduct troop replacements on either a Federation-controlled planet
or facility or a planet or facility in dispute, U.S.S. Coronado will proceed with all speed to
that location and assist to the best of her ability. At the discretion of the Commanding Officer,
Coronado may either conduct the troop replacements and move on, or may remain on station to
provide more long-term assistance.
- Upon receiving a distress signal, U.S.S. Coronado will cease any prior mission to render
aid and assistance to those vessels, bases, or planets transmitting said distress signal. The only
exception to this protocol shall by when Coronado is either under direct attack herself, or
when operating under Priority One mission orders. In the latter case, whether or not Coronado
responds to the distress call will be left to the Commanding Officer's discretion, subject to later
review.
- Upon receiving a request to assist either a Federation or other Starfleet vessel, U.S.S.
Coronado will provide that assistance, assuming that it does not conflict with higher
priority mission orders.
- Related to the above, upon receiving word that a Federation or Starfleet vessel has been captured
or commandeered, U.S.S. Coronado will move to successfully recover that vessel, taking care
not to harm Federation citizens in the process unless absolutely necessary. Force may be used to
recover the vessel, but should only be used as a last resort.
- Upon discovering a previously unknown or uninvestigated phenomenon in normal space, U.S.S.
Coronado will move to investigate that phenomenon to the best of her ability. Assuming that is
not immediately harmful to either Coronado or to Federation interests, territory, or
citizens, the Commanding Officer of the ship has two options: he or she may either choose to further
investigate the phenomenon with Coronado; or he or she may notify Starfleet Command of the
phenomenon and then proceed with her prior mission.
- Upon discovering a previously unknown species in Federation space, U.S.S. Coronado has
two choices: she may either investigate, and if necessary, conduct first contact procedures herself;
or, she may contact Starfleet Command and request further instructions. Which option is selected
is left to the discretion of the Commanding Officer, subject to later review.
- There are additional operational orders and protocols that may result in the cessation of prior
missions that are Commanding Officer's Eyes-Only.
