RNS: You've been accused of arrogance, insolence, or both by many of
the Starfleet and Boratis officers, even many of those who later
became Defender officers.
JR: True enough. Was the language we used direct to the point of
harshness? Yes, probably. I've had to apologize to a lot of senior
Defender officers, and I haven't minded doing it where it seemed
called for. I'm proud to call many of these officers my friends,
particularly now that I'm no longer their Commander-in-Chief.
But you also have to see things through the civilian perspective.
Even Charlie Theron, one of our own, had long since cut the civilian
government out of the loop in terms of decision-making affecting an
entire civilian-governed planet. And the less said about how we were
treated by Starfleet officers, the better.
To be fair, I've read a lot of the past several decades of Federation
history, and most of it is written in the language of conflict. When
the Dominion War ended, the treaty was signed on a military base,
adjudicated by military officers. The speech announcing the Dominion
concessions was given by a Starfleet Vice Admiral. Other conflicts
since have also been managed by the Federation military, endings
negotiated by the Federation military. The Federation has been in so
many major wars over the last several decades that Starfleet has
simply gotten used to being the tail that wags the civilian
government's dog back there.
We've seen the results: corruption at the highest levels of the
Starfleet officer corps, an attempted military coup of the civilian
government, and even when that failed... When the Federation-Klingon-
Romulan War started going badly out there, the military -- the
military! -- decided to cut millions of Federation citizens loose
without so much as a by-your-leave from the civilian government. The
military then assigned a few low-level flunkies to handle secret
negotiations to end the war.
So, Starfleet has gotten used to making these massive, policy-changing
decisions. And Vice Admiral Aldur and his officers are true
charismatic leaders in their own rights. I can see why so many chose
to follow Aldur on the Odyssey and I of course wish them well.
But on Reor'sa, we were looking at the issue of oversight. In a
democratic government, military organizations look to civilian
agencies for oversight, and have for hundreds of years. The fact that
we had been cut out of the loop on Xanadu, on the negotiations with
the Nexus Advocate, on the plan for stopping the anomaly, on
negotiations with former Pfhor protectorates west of our space, on
technology transfer to the Boratis... we considered it unacceptable.
All of these decisions made by the military.
From our view, nothing but forceful action was likely to bring the
various military powers back into line. A lot of the officers
involved eventually came to see our view and forgave us our...
insolence, as you put it. But with the exception of King Henry -- who
had his own selection process, obviously -- all of us in that first
group of nine were democratically elected to lead our people, and we
weren't being allowed to do it.
We considered that unacceptable and if we were a little harsh in
reining the military powers in... in forcing them to understand that
they reported to us, not the other way around... well, we considered
that necessary.
Even if there were and are some in the various militaries that didn't
forgive us for it, and never will.
