 Via subspace, Reor was barely 20 minutes away from Micropolis, so
 Fleet Captain Tebrun Lora Kor entered his Ready Room exactly 40
 minutes after transmitting his recommendation.  He took another
 minute to request a cup of tea from the replicator and settle himself
 into the chair behind the desk.  He then relaxed and waited for a
 call.  He suspected that he would not have to wait long.

 Twenty minutes after he sat down, the first message came back from
 Reor: a bare acknowledgement that his transmission had been received
 and understood.  An hour after that, still waiting for a meaningful
 response, Lora Kor started to become bored.  After two hours, he
 became annoyed.  The Trill knew for a fact that the moment he stood
 up and left his Ready Room, the call would come in, a call that
 would almost certainly have to be taken in private.  That more or
 less tied the Captain to the Ready Room.

 He therefore started calling up library computer records for
 starships that had been in similar circumstances to Coronado and how
 the Commanding Officers of those ships had handled the situation. 
 That turned out to be quite a long list of names and situations. 
 The applied solutions, however, tended to group themselves neatly
 into two piles: COs that had noted another race's gross violation of
 the Prime Directive with regret, but had left the interfered-with
 species to its own devices... and those who had taken it upon
 themselves to step into the situation.  Since Lora Kor knew how the
 first option tended to turn out, he concentrated on reading about
 the situations in the second group.

 Amusingly, the same two names kept coming up in that group: Captain
 James T. Kirk and Captain Enrique Lopez.  Lora Kor had heard both
 names, of course: both were legends in Starfleet, Kirk from more
 than a century before, Lopez from twenty-five years prior.  Lora Kor
 had always assumed that the stories about both were exaggerated...
 the records told another story.

 In Kirk's pile, the situation the Captain could find that was closest
 to Coronado's situation involved a planet near the Klingon border
 called Neural.  The natives of Neural had been even more primitive
 than the Micropolis natives, but due to the planet's strategic
 location, the Empire had supplied one group of the natives with more
 modern weapons.  Hoping to artificially advance their technology and
 install a puppet government, the Klingons had been remarkably
 subtle... until Kirk discovered what was happening.  Kirk's solution
 had been novel: he responded by supplying the rival faction on the
 planet with weapons similar to those the Klingons were providing. 
 Stalemated, the Klingons had eventually grown bored with the
 resulting impasse and withdrew their support from the planet some
 years later.

 The most similar situation that Lopez had found himself in was even
 more applicable.  Prior to the Dominion War, Lopez had uncovered a
 Dominion plan to annex a Federation protectorate called Berengaria. 
 In this case, the Dominion had acted more openly, making it clear to
 the Renaissance-level Berengarians that Dominion technology would be
 used to wipe out the population if their planet did not join the
 Dominion.  Lopez intervened, using the Federation's extensive
 knowledge of Berengarian culture against the Dominion.  Neutralizing
 each use of Dominion technology with his own and without revealing
 himself, Lopez had led the planet's inhabitants to believe that the
 Dominion soldiers were simply perpetrating a vast hoax and had
 eventually turned the Berengarians against the Dominion. 
 Overwhelmed by sheer numbers, the Jem'Hadar had been destroyed, the
 Vorta forced to flee.

 In both cases, despite the obvious Prime Directive implications,
 both Captains had been commended for developing original solutions
 to the problem at hand.  Lora Kor could also find nearly a dozen
 other cases where Starfleet Captains had directly interfered with
 another race's attempts to violate the Prime Directive and later
 been commended for it.

 He could find only two cases were commendations were granted for
 noting the situation but taking no action, and two Starfleet
 Captains had even been reprimanded for doing this.  One Vice Admiral
 had been especially explicit: "I am not impressed when one of my
 Captains proudly reports that he has chosen to do nothing today."
 Lora Kor had to admit that the idea of standing idly by while a
 culture was destroyed rankled.

 The Captain was still reading over the archives, frown lines growing
 deeper on his face, when the first real response to his message came
 in.  It wasn't the response he expected.
