 "Charlie, I think you'll find that when it comes down to it, I'm an
 extremely pratical man," Brian Aldur said.

 "I don't doubt it," Charles Theron said with a smirk.  The two Admirals had
 long since agreed to drop their titles when speaking to each other.  Vice
 Admiral Brian Aldur of the Federation Starfleet and Admiral Charles Theron,
 leader of the small Reorsan fleet, had found themselves to be very similar
 personalities.  That alone had gone a long way to breaking down the barriers
 between the two men.  The fact that they now had a common interest had gone
 further.  The two men were in Theron's command center, going over a series
 of reports on Reorsan fleet status and readiness.

 Waving a hand at one display covered with new information on the Apori,
 Aldur said, "On most things, I'm not married to Starfleet doctrine -- I've
 gone my own way when the situation seemed to call for it.  However, you
 simply must order your ships to stop attacking vessels simply because they
 pass through the area.  We're learning more and more about the so-called
 'scavengers'... two of my ships have encountered ships they've abandoned and
 they're not scavengers, they're refugees."

 Theron ran his hands through his shaggy blonde hair.  "Brian, this galaxy is
 very different from Federation space," he said.  "We've found that the only
 way to ensure our survival is to make sure that anyone who enters our span
 of control without permission doesn't come back out," Theron finished, voice
 firm.

 "But in the process, you're alienating potential allies, Charlie," Aldur
 said.  "That's what I'm trying to get through to you."  Aldur clicked off
 the display and leaned his back against it, facing the taller Admiral.
 "I've got some first-rate contact professionals in the group.  Let my people
 talk to some of the passers-by before you start shooting at them.  If
 nothing else, we need more information about the fighters that attacked your
 patrol ship..."  Theron's expression hardened and he started to speak, but
 Aldur held up one hand.  "We need information, Charlie, if only tactical
 information.  We have to know where these ships are coming from and why."

 Theron snorted, but said nothing, crossing his arms.  Finally, slowly, he
 nodded.  "Fine," he said, voice hard, "my patrol ships will route our future
 visitors to your ships, but YOUR people get to handle talking to them."

 Aldur nodded.  "Thank you, Charlie, that will help," he said, keeping it
 simple.  "Now, let's finish talk ship-building.  Your people have a lot of
 capacity here... you're just lacking a bit of technical know-how."

 Theron relaxed, nodding vigorously.  "This is where those... replicators you
 mentioned come in."

 "Right," Aldur said.  "At the moment, your people are doing hull forging,
 formation, and welding by hand... the braids work remarkably quickly, but
 doing all that manually takes far too long.  If we shift hull plating
 forging and formation over to industrial replication, it does this..."
 Aldur tapped on another panel as he talked.  "...to your shipbuilding
 capability."  If nothing else, the Admiral was beginning to understand why
 the braids preferred hands-on technical work -- a species with thirty or
 more active limbs meant a LOT of hands available to do that type of work.

 Theron glanced at the screen, blinked, then looked again.  "That can't be
 right," he said.

 "I assure you it is, Charlie.  My people have looked at the numbers twice,"
 Aldur replied.

 "And I'll bet you've got some suggestions on how to apply that shipbuilding
 capability, too," Theron said, amused.

 Aldur matched the younger man's light-hearted tone.  "You're right about
 that," he said.  Picking up a PADD, he handed it to Theron.  "There are the
 details, but in summary, the first thing we do is assemble at least two
 orbital construction frames based on our Mobile Repair Facility, the Pearl.
 Then we convert your current patrol ships over to Wraith Avengers -- they'll
 do the same job, and are modular and a lot more efficient to operate.  We
 also need more transports for resource hauling from the Pitstop and Artemis
 systems."

 Theron was already shaking his head.  "We don't have enough people or braids
 trained in orbital construction to do all of that," he said.

 Aldur nodded his agreement.  "That's right, you don't," he said.  "However,
 the beauty of the plan is that all of these ships except the spaceframes can
 be partially constructed on the ground and then launched or towed into orbit
 for completion," the older Admiral continued.  Indicating the PADD, he
 added, "Same with the bigger ships, incidentally."

 Theron turned it on and read the summary.  "Defiant class?  That's the one
 that tore up that fighter?"  Aldur nodded.  "OK, I can approve of that, and
 the crew requirements are certainly within our means... what's this bigger
 ship?"

 "Intrepid class.  We don't have one in the group with us, but they're a
 match for Churchill, but require only about a third of Churchill's crew...
 that's definitely our biggest consideration."  Theron nodded.  "They're also
 landing-capable," Aldur said.  "A good balance between exploration and
 self-defense capabilities, and we can build one or two reasonably quickly."

 "How long to do all of this?" Theron asked, holding up the PADD.

 "Four months to set up the infrastructure, including the first orbital
 construction frame and the first two transports," Aldur said.  "By the time
 those are done, we should have at least one Defiant spaceframe and one
 Intrepid spaceframe ready to launch up to it.  Eight months in orbit to
 finish the first Intrepid and three to four Defiants, plus something between
 twenty and thirty Wraiths and the second construction frame.  By that time,
 we should be turning out a Defiant, two transports, and eight Wraiths every
 three to four months."

 "That's a long time, and the Accursed are obviously homing in on us," Theron
 said, turning off the PADD with a somewhat worried expression on his face.

 Aldur nodded.  "That's why my people agreed to help you in any way we can,
 but that's also why we need more allies.  I'm sending my ships out to look
 for them, and to get stronger commitments from the ones you have already,"
 he said.  Aldur turned off the second console with its shipbuilding data.
 "So, let's start with those.  Tell me about the Taerens, the Xuni, and the
 Jisans to start," he said, leaning back.
