The look on the other man's face was smug. "I'm sorry, Commander," Captain
Harrison said, "but there's no way that the Venture can reach you in time."
Commander Tebrun Lora watched his own reaction for the third time, somewhat
detached now. The conversation with the U.S.S. Venture had occurred some
three hours prior, and Lora was having an easier time viewing the exchange
with something like calm, though not understanding.

"Captain," Lora heard himself say with great restraint in the playback,
"perhaps you didn't understand -- some 800 million people are going to lose
their lives here--" He was interrupted by Harrison.

"I understand perfectly, *Commander*, and you're forgetting your place. As
I said, there is no way the Venture can reach you. I understand the
seriousness of your situation." Harrison leaned back. "Unfortunately, our
current mission takes precedent. Believe me, I sympathize. If you were
dealing with Federation members there, of course, the situation would be
different, but as things stand--"

It was Lora's turn to interrupt. "Captain, we're talking about the deaths
of millions of sentient bei--"

Harrison interrupted again. "I heard you the first time, Commander. As I
said, I sympathize, but the Venture will be unable to assist. Good luck
with your mission. Venture out."

The playback ceased, and Vice Admiral Aldur reappeared at the other end of
a somewhat rough connection. "That's all he had to say on the matter?"
the Admiral asked.

Tebrun nodded. "The Venture hasn't answered our hails since then. I was
informed by Admiral n'Sharak that Captain Harrison would be conducting the
first contact here, though."

Aldur nodded understandingly. "Understood. Conduct the contact
yourself," he said simply.

Lora choked briefly. "Admiral," he said finally, "I don't have sufficient
rank or experience to conduct a first contact, especially under these
conditions. It would be against Starfleet regulations."

The Admiral smiled slightly. "And ignoring a request for assistance from
a planet under attack *isn't* against regs?" he asked. "I have complete
confidence in you, Commander," he continued. "Not only have you shown
initiative in calling this problem to the attention of the proper 'fleet
facilities, you've also managed to identify several Starfleet Captains
that are... less than trustworthy. Besides, we have little choice in the
matter." The Admiral leaned forward. "By the time I got another ship
out to you, you wouldn't save enough people to fill one of those colony
ships, much less fill them three or four times. Conduct the contact."
He paused, that half-smile still on his face. "Starfleet out."
