Setting: the Trill homeworld; Headquarters of Whitestone Enterprises, Inc.

Tebrun Kor took a long sip of coffee as he spoke to Jared Marshall over
secured subspace communications. Marshall had been the most trusted
advisor of one of his past hosts, and had formerly been Deputy Director of
Starfleet Intelligence. Tebrun found the man valuable as an information
source inside Starfleet Command, but never more so than this day...

Over the last several weeks, Tebrun had been hearing disturbing rumors from
Starfleet Command: reshuffling of key personnel, the removal of several of
his key contacts in Starfleet. Court-martials -- some of them for quite
spurious offenses -- were on the rise. Recently, it had begun to hurt
Whitestone's business; many of the company's contracts with Starfleet had
been allowed by Starfleet to lapse with no explanation given. Starfleet
Security officers were becoming more and more common on the streets of
dozens of worlds, and many of them had taken to displaying visible phasers.
All in all, it was a disturbing trend, and one that pointed to a possible
Starfleet takeover of Federation members and interests.

"It's confirmed, Tebrun," Marshall was saying. "One of Bordeaux's aides
met with Admiral Michaels this morning and specifically ordered Starfleet
Intelligence *not* to interfere with the Vanguard's plan." Admiral Tiffany
Bordeaux was currently Starfleet Commander in Chief. "The Vanguard is
going to blow up the slipstream drive test ship at Utopia Planitia.
Starfleet won't be doing a thing to stop them." Marshall, visible in his
office on Earth, paused. "The aide even had the gall to say that 'another
asset' would prevent the destruction of the ship."

"Marshall," Tebrun replied, "you can't let that happen -- the slipstream
technology was Varani's baby. It was the legacy she was going to leave to
 the Federation."

"Tebrun, I know how protective you are of your past hosts and their work,
but my hands are tied. If I try to contact my own people in Starfleet
Intelligence about this, the fact that I'm subverting her wishes is going
to go straight to Bordeaux." Marshall paused again. "I don't have any
proof of it, but I think she's the one that had Orma Kordis killed." Orma
Kordis had, up until a few weeks prior, been Director, Starfleet
Intelligence. The older man smiled wryly. "I don't have much interest in
 joining him in the afterlife."

Tebrun nodded, troubled. "Is there any reason to suspect that Admiral
Michaels is in her pocket?" he asked. Michaels was the new Director,
 Starfleet Intelligence.

"I don't know," Marshall said. "But he's not Orma, and it's damn clear
that nobody in the Admiralty is interested in crossing her. She's
ruthless, Tebrun. It's even fairly clear why she wants the test ship
destroyed -- the more rapid-response ships that are out there on the line,
the more likely it is that one will stumble across some of her 'tampering.'
She's replacing members of the senior staff from here to Honegah... some
willingly, some not so willingly. I'm sorry, Tebrun, but I can't get
Intel to help on this one."

Kor sighed. "Varani was important to you too, Jared. If *I* can put
together some people to stop the attack on the test ship, will you at least
arrange to get us inside?" he asked.

Marshall paused, hesitant, then nodded. "Don't misunderstand me,
m'girl..." The old nickname made Tebrun chuckle. "I want the Vanguard
brought down as much as you do, and the Gods know I want Bordeaux's nose
tweaked, but we have to do this carefully. I know a few... officers...
inside Utopia that might be willing to help us, if we keep their
participation quiet. We slip in, stop the attack, and slip back out."
Marshall leaned forward, face growing larger on the screen. "The fewer
people that know we were there, the better."

Tebrun nodded. "I'm all for that. When can you get us in?" he asked.

"As soon as you can get your people together and get out here. Do it
 quietly."
